Hidden among the ominous shadows of the dark, narrow streets of London, a monstrous man with glazed white eyes waits for his next victim. An elderly gentleman stumbling through the fog crosses the creature's path and is carried off by the fiend. Later fished out of the Thames, the victim is the latest in a series of strange deaths in which wealthy foreigners are found drowned on foggy nights - all the owners of large insurance policies. Inspector Holt of Scotland Yard suspects the deaths are actually brutal, calculated murders.
